Does it respond in anyway when you plug it in and say "charging"?
Are you using mains to charge?
Have you tried turning it on while still charging and without unplugging it?

If you answer yes to all the above then I suspect a faulty power switch.
If any no answers then we'll take it from there after I see your responses

No response from screen or lights when I plug it in the mains it does make a kind of whirring sound when I try switching it on and hold it to my ear someting clicks once inside the device maybe battery failure but this doesnt explain why I wont turn on when charging

I'd take it apart and check all connectors and ribbon cables are seated ok

Hard drives would not be hard to buy but I don't think that is at fault. The hdd is not needed to boot up and it should at least turn on and show you a hard drive error message if it was at fault.

I think this is a more of a one off fault you've got rather than a common problem which we can suggest solutions to.
Perhaps it is a dead Pacemaker, but any fix would be specific to this Pacemaker. If you can't resolve it, I'd suggest selling for spares or repair.
